Scott Firmin was named General Manager of the Portland Water District in 2025, bringing more than 30 years of engineering and leadership experience to the role. He joined PWD in 2001 as an Operations Engineer and later became Director of Wastewater Services, overseeing wastewater treatment and collection systems across Greater Portland while helping to shape organizational strategy as part of the Senior Management Team.

Scott is the incoming President of the New England Water Environment Association (NEWEA), serves on the Board of Directors for the North East Biosolids and Residuals Association (NEBRA), and was selected to participate in a U.S. EPA Workshop focused on PFAS mitigation in Biosolids.

He holds an MBA from the University of Southern Maine, a master’s degree in Environmental Engineering from the New Jersey Institute of Technology, and a BS in Civil Engineering from the University of New Hampshire. He is a licensed Professional Engineer in Maine and holds a Grade 5 Maine Wastewater License and NEWEA Grade IV Voluntary Collection System Certification.
